The Government of Assam has initiated the implementation of the National Generic Document Registration System (NDGRS) along with the integration of Blockchain technology in land records. The rollout was announced by the Secretary of the Department of Land Resources, Nidhi Khare, and Special Chief Secretary of Government of Assam Syedain Abbasi, during an event organized by the Revenue and Disaster Management Department.
Assam's National Generic Document Registration System (NGDRS) Deployment
Nidhi Khare outlined the crucial role of NGDRS, a nationwide project spearheaded by the Department of Land Resources, Ministry of Rural Development, Government of India. The system, developed under the One Nation One Software initiative, aims to streamline registration processes across the country. In Assam, the NGDRS application, crafted by NIC Pune, is now operational in all 77 Sub-Registrar Offices (SROs) after its initial launch in Kamrup and Darrang districts. Noteworthy features of the Assam instance include integration with various services such as Dharitree, NOC, eGras, e-Stamp, and citizen services of Sewa Setu, facilitating efficient online transactions and service delivery.
Assam's Blockchain Integration for Land Records
The event also marked the commencement of blockchain technology in land records management in Assam, with a pilot project launched in Darrang district. Khare underscored the transformative potential of Blockchain in ensuring the integrity and security of land records. By leveraging Blockchain's cryptographic and distributed ledger capabilities, the government aims to establish an immutable and auditable repository of land transactions. Each land parcel will be assigned a Unique Land Parcel Identification Number (ULPIN), serving as a verifiable digital fingerprint linked to geo-referenced cadastral maps. This initiative not only enhances transactional trust but also enables seamless data sharing among stakeholders, including government departments and financial institutions.
Assam NGDRS' Benefits and Implications
The implementation of NGDRS and Blockchain in Assam's land administration heralds a new era of transparency, efficiency, and accountability. With automated fee calculation, digital deed signing, and secure storage on the blockchain, the system ensures a robust framework for land transactions while mitigating the risk of fraudulent activities. Furthermore, the ULPIN system guarantees the uniqueness and integrity of land parcels, facilitating accurate spatial data management and cross-departmental coordination. The successful pilot launch in Darrang district sets the stage for statewide adoption, promising comprehensive reform in land records management across Assam.
By leveraging cutting-edge solutions, the state aims to foster trust, transparency, and efficiency in land transactions, paving the way for inclusive and sustainable development.
