The Department of Land Resources organized the Bhumi Samvaad VIII: National Conference of State Revenue/Registration Secretaries and Inspector General of Registration (IGR) on ‘Sharing of Best Practices in Land Management Modernization’ on February 8th and 9th, 2024, at Vigyan Bhavan, New Delhi. The conference was inaugurated by the Union Minister of Rural Development and Panchayati Raj Giriraj Singh on February 8th, 2024.
Day 1 Highlights Technological Innovations and Impact on Land Governance
The first day of the conference focused on actionable points aimed at modernizing land management. Key discussions included:
i) Utilization of Blockchain, AI, and ML: Exploring the integration of advanced technologies in land governance.
ii) Modernization of Land Records: Emphasizing the importance of updating land records using modern survey techniques.
iii) Digitalization's Impact on GDP: Analyzing how digitalization of land records can contribute to GDP growth by reducing disputes and litigation.
iv) Swamitva Scheme's Impact: Discuss the significance of Property Cards issued under the Swamitva scheme in facilitating farmer access to credit.
v) One Nation – One Registration Objective: Implementing the National Generic Document Registration System (NGDRS) for unified registration.
vi) Auto-Mutation Facilitation: Streamlining property registration processes through auto-mutation for undisputed transactions.
Day 2 Focuses on Anytime, Anywhere Registration and Legal Reforms
The second day of the conference centred on the theme of Anytime, anywhere registration. Secretary of the Department of Land Resources, Ministry of Rural Development, Nidhi Khare, highlighted the importance of cross-learning among states at different stages of Land Management Modernization. Discussions revolved around:
i) Amendments in Registration Act: Presentations by UIDAI and state representatives highlighted major amendments benefiting citizens and promoting ease of living.
ii) Regulatory Compliance Best Practices: States shared best practices in anytime, anywhere registration and SOPs for deed/document acceptance or refusal.
iii) B-Ready Framework Session: DPIIT and the State of Assam discussed the relevance of the World Bank's B-Ready framework and strategies for improving India's ranking.
Approximately 200 delegates, including officers from Revenue and Registration Departments, IGRs of State Governments/UTs, representatives from central ministries/departments, and stakeholders, participated in the conference. The event facilitated the exchange of knowledge, showcased innovations, identified solutions, and provided mutual learning opportunities across various sectors.
