BJP government decides to amend the Constitution to give 10% quotas to jobs and higher education for the poor among communities that are not eligible for reservation. 

It opens a new front that is likely to play an important role in the run-up to the Lok Sabha election. 

For BJP, this move seems to have been made with a view to Lok Sabha elections in a few months from now. It aims of leaving behind the defeat of the party in the Hindi core states of Madhya Pradesh, Rajasthan and Chhattisgarh. 

Besides, from claims for positive action for economically weaker sections, the step seems to be an attempt by the BJP to open up new opportunities, given the resurgence of the opposition. It also signals an attempt to take control of the pre-poll story and to bring the opposition out of balance. 

According to a senior official of the government, "Everyone talked about the story, let's see what happens now, suggesting that the ruling party hopes to rise above the opposition dictated by the opposition before the polls.” 

The political background of the relocation may suggest that it might be an attempt by the ruling BJP to appease its base of support in higher castes in the wake of the party's reaction to the attitude of the Modi government in favor of the SC / ST (Prevention of Atrocities) Act last year.

"Our position in favor of the SC / ST law led to a backlash of our traditional base support in the higher caste," some BJP leaders thought to defeat the party in Madhya Pradesh, Rajasthan and Chhattisgarh. 

RJD Vice President and Former Secretary of State, Raghuvansh Prasad Singh said, "This is an attempt to calm the upper cabinets of the BJP to save its (Modi's) chair after the defeat of the party in Madhya Pradesh, Rajasthan and Chhattisgarh. Where are the jobs of the government to share this?" 

However, in 1990, Prime Minister V P Singh's decision to accept the Mandal recommendations from the Commission to neutralize the political challenge of his rivals ultimately benefited the OBCs, but it did not save him. 

The political leader who advocate social justice appeared divided over the game of this card, class struggle between the non-reserved category-prior to the 2019 elections. 

Given how the BJP subtly used Modi's backward class log data to pursue a large proportion of non-domineering backward class communities, the movement can disrupt its image among backward communities. "The whole policy of social justice has the understanding that reservation is an exclusive political right of the backward castes."  

BJP governments in Haryana (Jats), Gujarat (Patidar) and Maharashtra (Marathas) have even faced a backlash of dominant castes that have demanded reservations for their communities since 2014.
