The ICAR-IIOR (Indian Institute of Oilseeds Research), based in Rajendranagar, Hyderabad, has invited applications for a consultant position specializing in administrative works. This engagement seeks retired individuals from the Central Government or ICAR (Assistant Administration Officer level or equivalent) on a contract basis for an initial period of one year, extendable as per requirements.

Required Qualifications

Retired from Central Government or ICAR service at the Assistant Administration Officer level or equivalent (Level-7).

Graduation or higher degree from a recognized university in any discipline.

Age between 60 to 62 years as of the application date.

Proficient in computer operations, especially in FMS (Financial Management System) and Payroll Management.
Essential Experience
The ideal candidate should possess the following experience and competencies:

Extensive knowledge and hands-on experience in Establishment Procedures and General Administration within Central Government/ICAR.

Thorough understanding and practical expertise in implementing CAS Rules applicable to the Scientific category, including pay fixations under various Pay Commissions (5th, 6th, and 7th).

Practical experience in processing Ph.D. increments and other incentives for scientific staff within ICAR.

Familiarity with Technical Service Rules applicable to ICAR's Technical Services, including pay fixation across different functional groups.

Proven track record in processing promotions, conducting assessments like CAS/DPCS/MACPs, and timely probation clearances for staff in scientific, technical, administrative, and SSS categories of ICAR.

Proficient in maintaining cadre strength and related correspondence, including timely submission of proposals for vacant positions.

Ability to independently draft notes, handle correspondence, and manage Court Cases, RTI matters, and Audit Paras.

Experience in preparing pay bills using ERP systems, calculating Income Tax statements, and ensuring compliance with financial acts, including roster preparation and service register updates.
